1. 开始菜单 - 运行
2. 输入regedit
3. 找到并双击如下键值：

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\
Tcpip\Parameters\EnableConnectionRateLimiting

注意: 在Windows 7下, 用户必须右键 - 新建DWORD (32-bit) 值，并命名为EnableConnectionRateLimiting.
4. 将其值设为1
5. 重启系统
